Unlike France, Ukraine does not require a formal “labor market test” to prove that no local candidates are available, but the process is still highly regulated and must strictly follow Ukrainian labor legislation.

To secure a work permit for a foreign employee in Ukraine, companies must complete the following steps:

  1. Employment Contract Drafting

    The employer must prepare a draft employment contract with the foreign national. This document is a prerequisite for the work permit application and must outline key terms, including job role, responsibilities, and salary.
  2. Submission to the State Employment Center

    The application for a work permit is filed with the regional branch of the State Employment Center (Державний центр зайнятості). Required documents typically include the draft employment contract, company registration documents, a passport copy of the foreign national, and a photo.
  3. Salary Requirements

    Ukrainian law requires that foreign employees are paid no less than a minimum threshold (often significantly higher than the national minimum wage). This is designed to ensure fair labor conditions and to protect the local workforce.
  4. Work Permit Approval

    If the application is successful, the Employment Center issues a work permit valid for the duration of the employment contract (commonly one year, but it can be longer for certain categories).
  5. Visa D Application

    With the approved work permit, the foreign employee applies for a long-term Type D visa at the Ukrainian consulate in their country of residence. This visa allows entry into Ukraine for the purpose of obtaining a residence permit.
  6. Temporary Residence Permit

    Upon arrival in Ukraine, the foreign employee must apply for a temporary residence permit at the local migration service within 30 days. This permit is usually granted for the same duration as the work permit and allows legal stay and employment in Ukraine.
